Should Spaceyards Use Supplies?

Doesn't it kind of make sense... they are building stuff, you'd kind of expect it to take some sort of energy or materials other than the raw materials (min/org/rad)... it just never seems right that a SYD ship can finish building a StarBase and still have full supply!

In particular, the SY component should use supplies, but only the amount specified in the component's supply use entry.

Thus, it would default to using zero for compatibility, but would be easily modded for any supply usage rate you like.
