Planet Targetting order
When a planet is attacked, is there any set order or priority at which things are targetted? I.e. weapons platforms vs. facilities vs. population vs. cargo? If so, what is it, and is it fixed?
And, is "cargo" an item that is targetted at all? (i.e. troops, satellites, etc., in storage)

I believe that it's weapons first. There are some planet missiles(?) that can be programmed to attach supply depots, etc.

Hmm...
Cargo items get waxed first - things like weapon platforms, satellites, mines, etc. Until these are destroyed there will be no facility/population damage. After that...both facilities and population are damaged. The amount of damage done to facilities depends largely upon the size of the population - a highly populated planet will take more damage before facilities are destroyed while a largely unpopulated planet will go right up in smoke. Of course...there are specialized weapons that damage only certain facilities or population or value.

Normal damage weapons will destroy cargo first: Drones, Mines, Satellites, Troops, Weapon Platforms. A couple of special 'Smart Bomb' weapons will destroy a particular facility (Space Port or Resupply Depot) only. And 'Population Only' will take out population without damaging anything else. But 'skips armor' or 'skips shields and armor' weapons will damage the population and facilities immediately.

Side note to the question:
Since Weapons Platforms take damage before Population and Facilites
Since small WP is 200kt
Since CSM1 does 50kt of damage
1 Platorm with Level II beam weapons saved an previously unprotected planet from a ship with 3 CSMs
This works early game. Once the enemy has 2 ships, well....

But Gryphin, that only saves the planet for that one strike! In three combat turns the CSM's will reload and...
