USA airpower-modified OOB

I've modified the stock OOB for the US Army to give more historically correct results regarding air support. While there are limits to what a ground-combat focused game engine can do with aircraft, it can be made to give reasonable results with a few adjustments. The attached notes sheet also documents a few things I've learned through playtesting that aren't in the game manual or the MOBHACK guide.
