What's more annoying is that Water-breathers fighting on the coast when Sea of Ice is up will retreat into the water and then be trapped. This happened to many Basalt Kings and several Tartarians in one game. Particularly frustrating when even the Lighting Cyclops can't get out, since Cloud Trapeze doesn't work in the water.
This is also exploitable, if you have a coastal province where you can attack & retreat. Some of your units will wind up on the other side of the ice.

May be works as designed to simulate them running (swimming) away so fast that they break through the ice barrier leaving the classic cartoon silhouette. Or perhaps I'm just full of it.
