Default Spell Sequence

If I cast a commander attack spell on a province (send horror, the disease demon one, etc) and the only commander in that province uses a cloud trapeze/teleport type spell to move elsewhere, what happens? Is sending a horror different to the disease demon as it isn't actually an assassination attempt?

Ritual spells are resolved in random order so you have 50-50 chance of being caught.

My understanding is that an assassination spell has a 50-50 chance, while a horror attack or pale riders or other instant combat spell will never catch the target.

Yes you are right. Assasination spell is resolved instantly, while other overland combat summon/movement are resolve at the end of magic phase.
