Quick question on magic sites

How many sites can one province possibly have again? Does that include level 0 sites that are found automatically?

In the same topic: if i set site frequency to 100 it means that all provinces will have 4 sites?

How would you do that? I think 75 is the maximum.

#features <percent> in the map file allows setting site frequency above 75 and it does produce an automatic 4 siutes in every province. 75 is the max in game creation options, but that is overridden by the map file command.
