no more summons?

So I had one of my mages summon a king of elememtal earth, but the message says 'no one answered the call'.

Is this something that can just randomly happen when summoning units, or does it mean that only a finite number of these units is available, and all have been summoned already? (in which case I won't have to bother trying again)

There are a limited number of the Elemental Royalty (I think there are 2 "pure" Earth Kings plus 1 Earth/Blood King) and it sounds like your opponents have already summoned whichever type you were going for.

3 Air Queens, 3 Water Queen, 2 Earth Kings, 2 Fire Kings, 1 undead Fire
King, 1 corrupted Earth King... and of course, a bunch of unique demons,
but I do not use blood summons, so I cannot tell you how many.

They are all slightly (or not so slightly) different from each other. For
example, one of the Water Queens can breath air, and one of the Air Queens
has glamour. The undead/corrupted Kings are completely different, both in
summoning requirements and abilities.
