Freaklords II: subtitle pending; mod game signups

MP game signups.
This will be a very silly/degenerate game.
It will be played using the debug mod

The first few lines will make it clear how silly this game will be.
Era won't matter much, but needs to be picked.
Or we'll just use the all nations all eras mod.

Hosting method will be determined by the available options.
It is estimated the game will last 1-2 months on a 48 hour update cycle. the game will get very busy very fast.
