Default Home Province Immune to Slave Labor?

So I got a Slave Labor event that is supposed to add Resources to a province in my home province on turn 2, and on turn 3 still had not taken any provinces next to my home and I realized that I didn't get any new Resources from the event.

Are home provinces immune to Resource gain events?

I've gotten the slave labor event before, outside the capital, and didn't notice any benefit at all. Maybe it only adds resources on the current turn, so you'd only get something out of it if you had queued production because of resource constraints.

Edit Oh, wait ... armies are hired before random events are done. So that wouldn't be true. Maybe it's just a pretty useless random event.

I got that one and the "Merchants prosper" on the same turn in my capital recently. I noticed no effect at all from either.
What's the deal with them?

maybe they give a temporary effect on scales? i think i've seen that happen frmo events, i'll run some tests later if i remember.

I ran a test of my own on a very large map just end-turning against a single ai.
Got the slave labor twice without effect on my capital's resource score. I had plenty of high resource low gold units in the queue, didn't see their production hasted when I got the event though I can't be certain about that.
I also noticed that if you get the same "a mineral mine has been found" twice in the same province, the second one has no effect.

I've seen slave labour outside my capital, and noticed a 10 point boost to the admin score of a fortress there. It seemed to be a permanent boost. Maybe there's a cap of 40 or 50 on this boost, so it wouldn't affect a capital?

I couldn't say, but my Capital fort started at 30 administration and still is 30 administration after the event. If someone gets the event outside their capital and then loads an earlier turn I would say is the easiest way to divine what its actual effects are.


Edit: my earlier comment that mineral mines don't stack? That might just have been me running into the 4sites/province cap

YES, that event works.

NO, it's not that great, but can be useful.

It works the same way as the invisible "rollover" resources present from the previous turn.

For example, say a province produces 15 resources each turn; this is reported each turn in the recruitment screen.
-Turn 1: you queue up 3 Light Infantry at 10 resources each; consequently, in the queue, 1 Light Infantry is bright and 2 are dark.
-Turn 2: you now have 1 Light Infantry in the garrison, and 2 still in the queue; as in turn 1, only 1 of the Light Infantry is bright.
-Turn 3: you now have 3 Light Infantry in the garrison, and zero in the queue, despite the fact that the queue contained only 1 bright unit. This is due to a hidden "bank" of 5 resources that rolled over from turn 1.

The Slave Labor event works in the exact same way. It adds a random number of resources to that hidden bank.

This number is small (probably hasn't changed from dom2). I'd guess a DRN. BUT, if you're massing chaff, like the slingers I was massing when I figured it out, it can be a pleasant surprise. I think I got like 20 more than I expected.
