Research Treaties

Gotten input from several people, it appears that the AI, no matter what difficulty continually cripple each other by entering into treaties with the No Research element attached.

This is probably the reason the AI uses DUC's for so long and at such low levels.

One way to fix this is to gather up one AI into a treaty with you early on with the No Other Treaties element. Or, share your tech with everyone. Both are undesireable to me, because they defeat the excitement of researching new techs.

The other fix is to just eliminate the No Research treaty element, or at least stop the AI from using it. Be nice if they could fix this so there doesn't have to be a mod though.

The No Research treaty element AND the No Treaty Element both need to go away.

I dunno, could be a useful tactic sometimes. You trading some high level tech with just the peaceful races, so yo can all defend yourselves against the evil ones. I used to do that all the time in my GalCiv days, but that was just impossible in SE4, the AI never went for it.
