It uses three other programs.
1) Blat - a free, command line Mailer.

3) WinWizard BASIC - a nonfree BASIC interpreter.

The program is written in BASIC, but requires the WinWizard
interpreter (no executables). I run it from the Windows Task Scheduler
once an hour, where it:
Checks to see to any new turns have arrived.
Moves them to the Savegame directory if they have.
Counts the number of plr files.
If they're all in, it compiles.
If it's been 24 hours, it compiles anyway.
When it compiles, it first zips all the files for backup.
Then it compiles, and waits.
Then it zips the files up and sends them to my players (via a mailing
list).
I put some effort into making the program adaptable to other machines
too. You'd have to include your own method of downloading the incoming
plr files onto your hard drive. I can send it to you if you're still
interested.
