Default question on timing of events

If I cast a spell such as Vengence of the Dead on a province which is currently occupied by an enemy army, will it take effect before they leave the province, or will they be able to leave the province and escape the spell?

Is there a resource that lays out the sequence of events?

it is in the manual point 1.11 turn sequence page 3-4 :

there magical battles are listed above move and movebattles .

so it is before and they can't escape .
i think the teleportation spells like teleport / astral travel are magic battles too
