Number of provinces victory condition

What exactly is required to achieve a victory when the victory condition was set to a number of provinces. Do you win as soon as you've captured that many provinces? Or do you need to hold them for a turn (to give the "checking to see if someone has won yet" part of the turn to notice you own the right number)? For that matter, if the victory condition is say, 40, do you need to get to 40, or exceed 40?

The turn that you captured enough or more provinces you will get a victory message. Same thing applies for other victory conditions.

If victory condition says 40, then all you need are 40 provinces to win; more is unnecessary.
