Default Does dominion strength affect event frequency?

Hi. If I have luck3 am I likely to get more events with a 10 dominion than a 3 dominion?

I know they are likely to be better with Dom10 because of local checks... but does the number of events depend on local settings?

A high dominion strength will work faster in locking in local scales, since how quickly the scales tip to your liking is dependent on your dominion: Order suppresses events, luck promotes good ones. Obviously, the faster the scales tip towards or against these, the more effect they'll have on your random events.

It APPEARS that there will only be 3 naturally occurring random events, maximum, per turn. Any other events which occur are caused by external sources: Either your own units(such as Doom Horrors), or enemy magic.
