Default Help with GE

I tried searching the forum for this question but could not find it. I was playing Ulm and I had 3 Global Enchantments (GE) and the AI had 2 other GE's. I dispelled both of them and then tried to put up a new GE into the available slots (it was mechanical militia) and instead of adding it to the list it replaced my existing spell. I kept trying to add more but it would either fail or replace my own existing enchantment. Is there a limit of 3 per player? Thanks for any help.

If you tried putting it up at the same turn you dispelled, it might have gone through before the dispels did.

If you tried it on a seperate turn, then it's just one of those mysteriously odd behaviors: There's no 3-per-player limitation on globals, but this sort of thing can sometimes happen anyway, where a spell is overpowered by an "existing" global, even when there aren't any, or when there's clearly less than 5. This tends to be more prevalent when the spells being put up aren't cleanly dispelled first, and have been slapped up at some point by overwriting. Maybe there's a bug which causes global slots to retain stale data.
