Dom has interesting subtleties, don't you agree? I find it an amusing quirk of the game to see a province, with no temple, adjacent to my capital, having a higher dominion level than the capital itself. Kudos to IW for including such a concept into the game as "sophisticated urbanites jaded on the practice of their religion"!
