My Repair Ships Don't work

I've never had this problem before but the repair ships in my fleets won't repair anything. I have to move the ships to a planet with starbase then they work fine...has anyone ever seen this before? I've been playing for around 2 years and have never had this problem.

Is it possible you're trying to repair one of the SY-only components such as emergency resupply pods, and some Stellar manipulation components?

I'm sure you can see how they could be exploited if all it to ok was a ship-mounted repair bay to get infinite supplies and continuous "emergency speed".

Hmmm... something similar to this bug has come up before. There seemed in that case that the repair priorities were not being respected. That issue was never really resolved to my satisfaction, so I’m interested in your problem.

Some questions: What was damaged, and on which ship and how many ships? What priorities for repair have you set? Are you sure noting at all on any ship was repaired from turn to turn? You didn't reduce repair efficiency in race setup to the point that no repair bay would ever function, did you?

I think that it IS resupply pods...where can I find a list of Planet Based Ship Yard only repair items?

Actually, I think only the Emergency Movement ability is tagged with the "can be repaired only at a SY" clause. You should always bring a few SY ships in your fleets anyways, as they can greatly extend their functionality. EB some repair stations to get tons of damage repaired instantly, or to make minor modifications to all the ships (such as removing Stealth/Scattering Armor if you come across a Religious enemy) far from your planets, etc.
