Because the Military Industrial Complex convinced the DOD they needed it and lobbied for it, and sold the idea to some of the Generals and colonels as a grand idea. In the same way, all of the other boondoggles get sold to the DOD.

I have no reason to defend or debunk anything. Anyone who does read the article will see that the reason it was built is indeed both practical and mundane and has nothing to do with paranoid delusions about the "Military Industrial Complex"

I am familiar with the area to a degree it is a median populated area, and I would say mostly medium to upper middleclass. So, they would like their privacy and peace and quiet. I believe but don't remember a couple of offshore small islands. They and the lower peninsular might be protected habitat where environmental laws might've made those necessary as well.
We on our base have one of the Southeasts better bird sanctuaries I understand, and we even have deer hunting as is happening now with bow and shotgun.
I would caution a visitor against feeding the animals as the Game Warden or DON Police might charge you with a FEDERAL CRIME since we are in a protected habitat.
We however have no need for such devices because afterall (And if my Marine Buddy is reading this, she knows what's coming next! ) we are the SHhhh! " Silent Service" (And we have some " high end" developments around us as well. ) afterall.

Oh the "habitat" thing gets interesting at times.
At one point the State of California decided the desert tortoises at 29 Palms needed to be undisturbed to encourage mating so they needed to have something like a 500m exclusion zone established around each and every tortoise. Before the actual legislation mandating this was actually passed some enterprising Jarheads collected every tortoise on the base and moved them to an out of the way corner of the base. Needles to say the the eco freaks had a fit. But ahh well, what can you do, it was already done and no way to tell which tortoise came from where. So rather then most of the base being closed down only this out of the way corner was, and still is.
