scenario update to Hills By the Sea2

the scenario is now Advance/Delay with Green advancing north to take as many red V hexes as possible in 60 turns. vis is 61. year is '86
this scenario is a battle against the CPU
it's very challenging, resource-wise. it may not even be possible to win, thus the 60 turns.
there are airstrikes and arty available to green, along with some airdrops and reinforcements into hostile territory.
