Download after wipe?

I recently purchased a new computer and wiped my old desktop to pass it to a friend. How can I get another download. From what I am seeing on the gamers front site I am S.O.L. Is this true?

If I paid almost $40 for a game I would reckon it should be available should I need to download it again, ala Steam or Impulse.
