Yes, at least in theory. No weapons and most electronic systems have been tested with it. Or the radar, or the engines. Basically what we saw was hydraulics and shell.
I hope the Russians make a great plane, but I am not optimistic about the 2015 date.

India will create electronics.
The fuselage (Stealth - technology) is now ready.
Engines are ready, but still are not established aboard the plane.

They might be "ready", but nothing has been tested on the plane.

Like everything that has a theoretical release date a half decade away the whole project is a WIP and right now all we can do is guess what it might be able to do and chances are all the details about is actual performance won't likely be known until years after that. It's been put in the game for the next release as the "SU-50" but the in service date is set to 2016 ( for now ).

According to Defense News, this is the Russian version of the F-22. So, maybe, they'll reopen the F-22 production line. I knew the Russian threat was not over.

Russia has been steadily increasing spending since 2000 from the dismal state it got in but still nothing like the US, nobody comes close though China has increased spending massivly & has a good economy compared to the rest of the world.

By most accounts (including Sukhoi management statements) this is, and was meant to be, an affordable 5th generation figther.
Something that could make mincemeat of the various
F-16/Eurofighter etc but still cheap enough that a countries like India and maybe few select others could buy in some (but not huge, planned production run is 250 each for Russia and India) numbers.Not something really meant to duke it out with F-22s, though it might at least be a challange unlike most others planes.
As such it is very unlikely to force major reversal in F-22 procurement, as the people in charge seem to have firmly made their minds about the matter for quite some time, though no doubt some "bomber gap" style noise will be heard.
