Repair queue... order of ships repaired.
I know you can set a priority for component types to repair first, but is there an actual queue to set which SHIP you repair first? I haven't found one and am wondering if I missed something.
(If not, then chalk that up as something to add. Repair the ships/bases with SY/Repair Bay modules first, then the warships, etc..)

SE3 it was very clear - your repairs went into the same queue(s) as your builds. Of course, then you could see and adjust all your builds / repairs and move them across queues (in the same sector).
I have no idea about repairs in SE4....

In SEIV, no ship is favoured over another for repair. Each ship can be repaired concurrently based on the repair strategy (I think you can find it under Empire Options menu - the crown). First, control components are repaired, then movement, weapons, etc...
A repair unit may have it's repair points spread over several ships at one time...

You can also edit RepairPriorities.txt in the Data folder, so you don't have to change the priority in every game you play.

Do you know this to be fact? This has not been my experience. From what I can see, it seems to start on 1 ship, complete all repairs, then move to next ship. There doesn't seem to be any logic to the actual ship selection process, only the component priorities. This also seems to be the case reguardless of the number of Repair Bays / Ship Yards in the sector.....

I THINK that the game will choose a ship that has the highest-priority component broken on it, then repair that ship as much as it can.
Example: say in a sector you have three ships. Ship A has lost its bridge and a few other components. Another ship, ship B, has lost all of its components EXCEPT its bridge, life support, and crew quarters. The third ship has a repair module and no broken parts.
The game will repair ship A before ship B because vehicle control has the highest priority on the repair list, ship A has a broken control component, and all of ship B's control components are intact. Ship A gets repaired as much as the repair module can do, and if the repair bay has more repair capability left that turn, it'll then repair a few components on B.
What I don't know is (a) how the game chooses between two ships with the same highest-priority broken component type (ie two ships with gutted bridges), and (b) whether it will continue repairing the same ship the next turn or choose another by reassessing priorities.
(I remember reading this before, but I'm not 100% certain I'm accurate. It's been a while though....)
