Default High/Tall Grass

Why does high grass have an elevation? Shouldn't it be just like trees in that it blocks LOS but doesn't elevate any troops that occupy it? If this has come up before, sorry, but its a minor thing that bugs me.

I imagine heavily armed troops walking on top of huge stalks of elephant grass and it just doesn't work for me.

It has height to provide some dead ground behind it, just like crop fields do.
