20 miles? He wouldn't get 1 mile on that heap. The 'crossbow' as pictured isn't going to do a damn thing, he'd be better off going down to his local gliding centre and asking to use the launch catapult they have there. As for the "rockets", I very much doubt he could pack enough fuel on his microlite to make it up to the altitudes he's talking about.
The whole thing is ridiculously fake, either that or the guy's a complete nutjob who skipped a few decimal places when doing his calculations.

I vote for hoax. After all, this is posted on a sci-fi site. I think the apparatus described might nearly as likely launch him into the ground.
