Repairing Emergency Propulsion
Are you allowed to repair an emergency propulsion component with a repair bay?
Are you allowed to repair an emergency propulsion component with a space yard component?
Are you allowed to repair an emergency propulsion component with a planetary space yard?

In SE4 Gold, you can only repair emergency propulsion when you are in the same sector as a planetary space yard.

Any space yard will do, planetary or space based.
Make sure your spaceyard is decloaked first.

Sorry, after the Last patch, Emergency Propulsion and Emergency Supply can only be repaired with a spaceyard - planetary, shipborne or on a base, it doesn't matter. But Repair Bays no longer repair these.
edit (from history.txt, I guess it was not in the latest patch):
Version 1.42:
14. Changed - You cannot repair an Emergency Propulsion Pod or an Emergency Resupply Pod without a space yard being present.

Note that repair bays can help a space yard repair such components. A single space yard ship with some repair ships can, with some extra micromanagement, allow a max-tech propulsion experts fleet to move at speed 18 every turn in the stock game.

Elaborate. How do repair bays help repair emergency propulsion components when repair bays do not repair them as of the latest patch? What happens if you combine a space yard ship with repair bays, do the repair bays fix the emergency propulsion components?

All that is required is the presence of a component or facility with the Space Yard abilities in the sector. Any repair component can do the repair work. Space Yards and Repair Bays use the exact same ability to repair components, afterall.
