Default problem with #allies command

I recently started a single player game with Version 2.11 in which my desire was to have several computer players allied against me.

I included the command

#allies 11 4

in the .map file, but I'm now 22 turns into the game and Ulm (empire 4) is laying siege to a fortress belonging to Vanheim (empire 11). I never had any trouble with the #allies command in previous games (all of which used Version 2.08).

So I was wondering:
- Has anyone else had trouble with #allies in Version 2.11?
- Can anyone think of anything I might have done wrong with the mapfile that might have caused #allies not to work. (I can't think of anything I did differently in this game, but maybe I missed something).

If its only one province then maybe they both attacked independents at the same time. Ulm won and then in the same turn the Vanheim attack came.

Or maybe an independent force took the province and had the castle in seige, Vanheim saw the independents and attacked them.
