As in the glory_multiplayer map you could start on a corner or with only two neighbours, I've added lots of #nostart command to the small glory map, to make sure that each nation start with 4+ neighbours of its element (land or sea) and can expand (at least a little) in all directions (nobody start on a map border and there are only about 30 possible start locations, to make land distribution better).
