Q1 : AFAIK themes can't be modded, only "base" PD is moddable.
But as only few themes change the PD types, maybe those using the base nation PD will be affected by a PD mod...

Q2 : Yes
You can use the #defunit2 set to "Devil" to define the types of units you get after PD 20. Then use #defmult2 command (set to 2) to give an unit per each 5 point.
