It increases the magic scale in the province over time. You will need a strong dominion with a drain scale to avoid having positive magic in that province, and if your dominion is positive magic, it will become even stronger in this province (up to +3). In other words, an ideal place to research.

Yes.
Every nation has a decent supply of magical sites in the initial setup, some of them more weird than others, but all of them powerful. That's the whole point of the map. Now, if only the AI was smart enough to continously send casters into buildings that produce units.. *sigh*
