I just looked at one of my games. A splinter empire (you know, one of those empires named after which ever system the planet is in when it rebels) surrendered to 2 different empires at once. One of them was the empire the parent empire was at war with, so I assumed he used intelligence to make the splinter break off. The other though is my enemy. Since a Splinter empire is only 1 planet (I assume) how can they surrender to 2 other empires at once and how do they share, do they get half the planet each.
