Very good idea! Especially for neutral races, which now are just a to easy prey for intelligence operations. Maybe it should cover not only crew insurrection and PPP but all intelligence operations. If this might be to strong (it should then of course cost about 5000 racial points), you might give not 100% percent protection, but only a reduced probability of successful hostile intelligence operations.
I generally think there should be more possibilities for protection against intelligence operations, also for specific planets and ships.
I hope MM realizes your idea.
