If you are worried about a game being seen to be fair I think the most practical solution suggested is shared hosting. Offer to host a game as long as one of the players in it hosts a pair game run...

Giving the LC Spear, Composite Bow and Javelin worked a treat. The Lance is replaced and when the enemy gets into Javelin range the LC switch from bow to Javelin.
A Scimitar instead of the Spear...

Changing misfortune percent seems to work. I tried #misfortune 20 to make sure and ran a 50 turn test with no bad events. Best event was 1500gps, 10 fire gems, and a magic item. With the misfortune...

Good stuff PDF.
You can give a unit a two handed weapon and a shield - you just shouldn't normally.
Selucid (and Macedonian) pikes were very definitly two handed weapons of much greater length...
