Speed bar

Would somebody explain to me what has happen when my speed bar turns from blue to red?
And what I can do to protect this from happening?

I can't even get a lock on a target in this condition.

could be two things, 1 you where hit with an engine killing device, or 2 you are carring more cargo that you have space for
