Does attack percent affect damage too or just chance to hit, because if it affect only chance to hit it might be worthed to lower it down to 75% and compensate will religious tech (component on ship that makes your ship always hit).

To hit % only. It might indeed be worth it if you are going to use seekers until you get the religious talisman.
