Resources are set by the nation in the starting province and terrain is ignored. The variation is by what neighbors the starting province has. Most nations start with 80 resources in the capital. (Ulm starts with 100.)
The same appears to be true with population, income, resources and supplies. Supplies may be affected if your units have the survival trait for that terrain. Not sure about that.

I could really use supply and siege magic items, if anyone wants to help the anti-Niefel effort. Money would also be very useful.

Could be, but despite the fact that Niefel's global killed my god and a hero, they are also the only nation fighting the one sieging my capital, so I wish them the best.

Ulm is down to his home province, under siege. He needs to be broken before I can move the sieging army to the Niefelheim front. That is what the siege items are for, and helping him at this point is helping Niefelheim.
3 of Niefelheim's armies have been wiped out, halting their advance into Abysian lands, but we are under attack by Disease Demons and Leprosy, and it remains to be seen how much of an effect the Looming Hell will have on moving into their dominion. The cold certainly will make things hard, and with Illwinter even provinces in Abysian dominion are starting to have cold scales.
If someone else could attack them, there would probably be little resistance.

Yeah as Balbarian says.
Only flames from the sky and murdering winter are worse then beckoning i think.
Another disadvantage is that someone could use my capitol as fairy trod target.
Don't take my lamenting too serious though, after all i am a german. So if i stop to lament it would likely be more serious  .
