LlamaServer: Bugs with restarts and map uploads fixed

I thought both of these things were reasonably important, so I'd make a post to let people know they're fixed.

While I've been away, several nascent games have been messed up by a bug which made game restarts not work properly. That's now fixed.

Also, it wasn't possible to upload maps using Internet Explorer (I'd only tested Firefox). That's now fixed too. This is important because I hope that mapmakers will submit their maps so the LlamaServer will maintain a largely complete and up to date list of the available Dom3 maps.
