I actually wouldn't mind that. Pick Ashdod, go for the race that is banned everywhere. (And don't cast banquet of the dead it sucks
, you lose your d4 mage, and the units summoned are not GoRable anymore). And recruit only one sacred troop each turn because the resource cost is so high. And win.
Hinnom's strong mages generate unrest and eat pop, so that is something you need to think about. (You just dump them in a province with low population, but the unrest generation will remain a problem. Higher unrest makes it not only harder to get gold, and blood slaves, it also decreases the chance of finding stealthy units).
Edit, also, while most vets might not agree, the removal of the hammers hurt the giant nations a lot more than the other nations.
