Must admit I never really thought of viewing a stale as a 'punishment' for not asking for a delay. Interest concept though

Although there is always the question mark over whether a player didn't ask for a delay because they couldn't (no net connection, unexpected travel, many other obvious things). But like I said, I won't take any pro-active stale actions again unless others think it is a good idea. (currently see 2-0 against)
From an in-game perspective, I tend to view stales as just an extremely bad random event. "Your entire nation is on strike for the month"

Could be worse I guess.
