My opinions, since there seem to be a lot flying around:
Frank is/was a good player and good to play with.
How/when/why he leaves is his own business. IMO common courtesy just involves giving notice. Anything above that is gravy, debriefing your sub, paying back loans before leaving, etc. The presence or lack of gravy may impact future games, but it falls into the same category as bringing past treachery into future games.
The new player has the onus, if a perm sub he should have a clean slate diplomacy wise. If there are outstanding NAPs or loans or favors, his actions will determine his diplomatic stance. If he doesn't pay back the loan, kill him or defame him in public. Just remember, the sub didn't make the agreements.
And since this is an opinion piece, I hate treachery. That being said, I don't consider dissolving a NAP and attacking after it runs out treachery (Velusion!), just part of the game. Breaking NAPs, breaking alliances without due notice, etc... bad.
