ad 1. Look at the unit database in Edi's signature, there is supposed to be a gold cost for every unit in the game. Upkeep is the unit's gold cost divided by 15.

ad 2. It's a bug and will be corrected in the next patch, AFAIK it's already in Edi's bug list.
