"Facilities" exist only on planets. You can get many facility affects on components (most of the possibilities are present in Adamant), but nothing related to population applies.
A nomadic empire can be quite mobile. You can certainly move your miners along with you. The Adamant version of nomads have research and intelligence components for their ships, so they only need a planet to maintain contact with other races.
