I did it through orders panel, the same way as in Doms I. You order a commander to go to the province with a castle, click on "move" order, and issue move and patrol from the order selection list.
Ah - so you can only move and patrol if you have a castle? What if I want to move and patrol to catch sneakers, reduce unrest, etc? Am I just out of luck?
