Sounds like you may have installed the patch incorrectly.

Look in your Star Trek Mod folder to see if you have a folder named Star Trek Mod.

I've now installed the 1.6.6 patch over the top of my existing install, and the Tech Area text is now showing correctly. Not sure what was wrong before, but it all seems okay now.
