Well it used to have a big effect but it was a bug and got patched away
. If you used population bonuses in race creation every time you used that race the population bounus added itself again. I though at the time that was the experience bonus. Since the bug in ship designs is present in this Version I haven't saved an empire at the end of a game and tried it. Once the patch comes out and hopefully fixes that bug I will try it and see if I can find an effect.
