I asked Pat Proctor (thanks for quick reply Pat) how exactly FISTV works, I hope It will help you with placing PGM :

To use the FIST-V, it must:
(a) be within laser range of the PGM target and
(b) have line of sight to and
(c) be able to positively ID the target. If all of these conditions are met, when you fire a PGM at the target, you will get a target hit.
