Hawaii at minor, still is able to port large ships?
 

My opponent just brought to my attention that he had Raided Hawaii and reduced it to a minor base to prevent me from stationing carriers and BBs there, but I'm still able to. We're wondering if this is a bug, or intentional, since the infrastructure was already in place, unlike the other islands...
