What file/folder are the instructions that would prevent a race from colonizing?

Can't remember what was done to prevent the Vorlon & Shadows from colonizing.

Well, you could do that a few ways.
Have them not design colony ships...
Have them not build colony ships...
Have them not choose the racial trait that gives them colony modules...
